The Passing of E. Rosemary Culley

On Friday August 17, 2012 the Fire Service in Cecil County lost a pioneer, an innovator, a leader and created a void that cannot be filled.
E. Rosemary “Rosie” Culley was raised with an active family in the Community Fire Company of Perryville, she served throughout her early years with the Ladies Auxiliary, serving as President of the Singerly Fire Company Ladies Auxiliary three times. In 1961, Rosie became one of the five original “operators” for the Civil Defense Agency, now Cecil County Department of Emergency Service, hired to answer emergency calls as a predecessor of the modern 911 system; she would be promoted through the ranks to “Chief Dispatcher” and would eventually serve as the third Director of the agency beginning in 1985 and would lead the agency through a time of rapid expansion within the county. During her career Rosie would handle several of the biggest events and disasters in the modern history of the county; in 1963 she was the only dispatcher working when Pan Am Flight 8 was struck by lighting and crashed near Elkton, killing all on board, she handled the incident flawlessly answering phones and handling the fire radio alone. After retiring in 1997, Rosie turned her full attention to the Singerly Fire Company and the Cecil County Fireman’s Association where she had been serving for decades; she was one of the first three women to join a Cecil County Fire Company and was certified as one of Cecil Counties first Female EMT’s in 1973. She would go on to become a staple at Singerly’s events, amassing thousands of hours of Fundraising and Administrative work.
Rosie was currently serving on Singerly Fire Companies Board of Directors and as the company Secretary, she was 76.

Residential Sprinklers Save Home

Singerly, Chesapeake City and North East were alerted for the building fire; Assistant Chief 13 arrived to find a 2 story, middle of the row townhouse with nothing evident. Upon investigation sprinkler activation was found with minor fire damage in the kitchen. The assignment was reduced to Tower 3, Squirt 13 and Engine 3. Crews secured the activated sprinkler heads and confirmed that there was no extension into the cabinets or walls.
The link below leads to a story on a similar scenario, but without residential sprinklers. As you can see, the residential sprinklers contained the fire to the area of origin and limited the damage to less than $5,000; The un-sprinklered home suffered over $70,000 in loss and was essentially a total loss on the 1st floor with significant smoke and heat damage to the 2nd floor.

2 Kitchen Fires, both with extension beyond the cooking container and into the cabinets but with drastically different outcomes; this can be accredited to Residential Sprinklers.
